The Appeals and Complaints Committee is an independent body of the Agency that reviews complaints and grievances of higher education institutions in accordance with the law, the Statute and other acts of the Agency. The Committee has three members: two representatives of the RS/B&H academic community, of which at least one is a legal expert, and one student representative.

The members of the Committee are appointed by the Management Board at the proposal of the Director of the Agency, after the public competition procedure for members of the Committee from the academic community, or at the proposal of the Student Union as a member of the Committee from among students. The term of office of the members of the Committee is four years with the possibility of another election, except for a student who is elected for a period of one year with the possibility of another election. A member of the Student Committee is a student of the second or third cycle of studies,

The Committee considers the complaints of higher education institutions submitted during the external evaluation procedure, and issues an opinion on the merits of the complaint, on the basis of which the Board of Directors makes a final decision on the complaint.

If an appeal is lodged against the Agency's decision, the Committee shall determine whether the appeal is admissible, timely and lodged by an authorized person and shall issue an opinion on the basis of which the Management Board makes a final decision against which an administrative dispute may be initiated before a competent court.
