The director of the Agency for Development of Higher Education and Quality Assurance is persistent in not allowing accredited universities in Republic of Srpska to be enlisted in the BiH register. Halilovic did not comply according to the recommendation issued by his deputy, recommending the University of Banja Luka and the University of East Sarajevo to be registered in the register of accredited higher education institutions in Bosnia and Herzegovina. "He was trying to obstruct the process at all costs," said his deputy, Mr. Stanic, PhD. He further states that Halilovic annulled his own Recommendation on Institutional Accreditation of the Universities dated 28th March, 2019.
The institutions of the Republic of Srpska are convinced that the Agency for Development of Higher Education and Quality Assurance is not doing its job, and that there is "turmoil" in the Agency, what can be deduced from the fact that representatives from Srpska have "frozen" their work as members of the Steering Board, including the deputy director.
Minister Rajcevic said he sees a solution in forming a new Council of Ministers and in making new political decisions. Director of the Higher Education Accreditation Agency of the Republic of Srpska stated that the head of the Agency for Development of Higher Education and Quality Assurance should be someone who would work professionally, in accordance with legal regulations and, above all, in the interest of students and citizens of Bosnia and Herzegovina and the Republic of Srpska.
